一、人文社会科学的评价从一元到多元：评价标准的嬗变
谈到人文社会科学的评价问题，也许人们众说纷纭：有人主张用国际标准来评价，也即用公认的国际学术论文检索数据库SSCI和A&HCI所收录论文的数量再加上被引次数；也有人认为这是在为一种西方文化霸权推波助澜，因为中国的大部分人文社会科学学者都不能用外文发表论文。对此，我过去一直主张前者。但是毕竟人文和社会科学不是一回事，人文学者的不少成果并不仅仅反映在学术论文上，因此评价标准也不能只是一元，而应该是多元。既然人文科学同时也注重专著的国际出版，那就必须框定一定的学术出版机构。以英文为例，在下列国际著名的学术出版机构出版的专著应作为评价的标准之一：
1.北美:Harvard University Press, Yale University Press, Princeton University Press, Stanford University Press, University of Chicago Press, Columbia University Press, MIT Press, University of California Press, Cornell University Press, Johns Hopkins University Press, Duke University Press, University of Toronto Press, Legas Press.
2.欧洲: Oxford University Press, Cambridge University Press, Routledge, Blackwell, Sage, Mouton de Gruyter, John Benjamins, Springer, Brill.
上面提到的这些国际著名出版机构都是出版英语专著或编著的权威出版机构，这些出版机构都有一个十分严格规范的专家评审机制，而且一经被这些出版机构接受，就能够打入国际主流图书市场，并能进入教学和科研机构的图书馆订购者的视野。因此，人文学者的专著也应该受到充分的重视。
评价一位人文社会科学学者的国际学术地位和影响力还可以通过另几个方面来考察：（1）他/她是否在本学科领域的国际学术组织内担任理事以上的职务（或在比较大的国际组织中担任专业委员会的委员）；（2）他/她是否经常应邀出席国际学术会议并作大会发言或主题发言；（3）他/她是否被聘请为国际权威学术刊物的编委或顾问。
当然，还有两条更高的标准来考察一位人文社会科学学者的国际影响力和学术声望：（1）他/她是否被国际著名大学授予名誉博士学位；（2）他/她是否被国际著名的科学/学术院选为院士。因为要获得这样的荣誉必须经过许多背后的匿名评审甚至同行院士的选举。
除了上述这几条评价标准外，我们再着重考察一位学者在国际学术刊物上发表论文的情况（１）是否在SSCI或A&HCI来源期刊上发表了论文；（2）是否在本学科领域内公认的权威期刊上发表了高质量的论文；（3）所发表的论文是否有较高的他引次数。只有综合考察这三方面的因素才能对一个学者的学术水平做出恰如其分的评价。
Web of Science（ SCI、SSCI、A&HCI ）是美国科技信息所（ISI），现改名汤姆森路透集团(Thomson Reuters)基于因特网环境的产品，囊括三大引文库：SCI,SSCI和A&HCI。简称三大检索数据库。
SCI：Science Citation Index Expanded，截至2010年共收录8,258种科学技术期刊
SSCI： Social Sciences Citation Index，截至2010年共收录2,855种社会科学期刊
A&HCI ：Arts & Humanities Citation Index，截至2010年共 收录1,542种艺术与人文类期刊。
其中SCI和A&HCI是与关于人文科学研究的，关于它们的具体内容及其它们的意义，我分别在003年和2011年两次接受《中华读书报》记者的访谈时谈到过，下面摘录其主要内容，探讨SSCI和A&HCI的内容、意义以及我们中国的人文社会科学学者应采取何种相应的对策使其跻身国际一流。
问：王教授，我注意到您近期在谈论文化全球化的文章中多次提到国际上权威的SSCI（社会科学引文索引）和A&HCI（艺术与人文科学引文索引），有关这两大检索系统，国内读者还不太了解，能否请您介绍一下？
答：好，这正是我目前研究的一个课题，也即如何加快中国人文社会科学学者的国际化步伐？采取何种策略使我国的人文社会科学迅速进入国际前沿？我想我们首先应该知道什么是本学科领域的前沿？这方面的顶尖学术刊物有哪些？这样我们才可以采取相应的对策迅速进入这些刊物，通过和国际学者进行直接的讨论和平等的对话而发出中国学者的声音。因此我首先对目前国际公认的两大人文社科权威检索数据库作一简略介绍。
首先我们要重提SCI。SCI全称Science Citation Index，由美国科技信息所（ISI）于1956年创立，资料回溯到1945年，之后不断调整来源期刊，于1994年扩大，收录5,700多种科学技术期刊，1999年以后多次扩大和调整来源期刊，截至2010年，共收录各种主要语言文字发表的科学技术期刊8,258种，其中有多种中国大陆出版的中文期刊。
SSCI全称Social Sciences Citation Index,沿袭前者的模式,创立于1956年，后于1994年和1998年等多次扩大调整来源期刊数量，截至2010年共收录2,855种用西方主要语言出版的社会科学期刊，主要涉及政治学、法学、经济学和管理学，少数用社会科学实证方法进行研究的教育学、语言学和文化研究的期刊也收录其中,但不包括艺术与人文学科的论文。
SSCI数据库所收录的国际期刊大部分是由英美出版社或学术机构编辑出版的刊物，其次是欧洲的期刊，很少有欧美以外的期刊。在最近几次的调整中，逐步收录了一些欧美国家以外的期刊，其中也包括一些中国学者编辑的英文学术期刊。
A&HCI全称Arts & Humanities Citation Index，最初创立于1975年，资料回溯到1975年。后于1994、1999和2002年等多次增减调整来源期刊数量，截至2010年共收录1,542种用西方主要语言出版的国际著名的艺术与人文类期刊。2005年又作了少量的微调，其中一个重大举措就是收录了一家中文期刊《外国文学研究》。
在这三大数据库中存在的局限与不足。在上述三大数据库中，英文刊物占压倒多数，相比之下，在后两种检索系统中，长期以来一直没有中文期刊，只有少量的中国（包括香港和台湾）出版的英文期刊。这对中国学者是不公平的，我们在多种场合进行了呼吁，希望有一些优秀的中文期刊进入这两大检索系统，这样，它们才能真正地成为具有国际性标准的权威性检索系统。2005年，中国期刊《外国文学研究》的收录为中文期刊进入世界取得了零的突破。
面对这种严峻的形势我们应采取何种对策？记者们提出的问题。
问：中国拥有数量庞大的人文社科研究者，每年都会发表许多新的研究成果，近年国内也推出了CSSCI（中国社会科学引文索引），这一索引已被许多大学和科研机构视为评价其学术成果的重要标准，您认为这一索引与国际上权威的两大索引在学术规范、学术评价机制等方面有无差异？
答：我最近几年与CSSCI的评估中心有了较多的接触，对其程序还是有所知的。这一中国检索系统的诞生是历史的必然，同时也是中国的人文社科走向世界的一个重要步骤。它在某些方面是符合国际标准的：首先框定一些来源期刊，而且这类期刊数每年都不是固定的，这就给各种收录期刊一种压力，使它们始终处于动态的竞争状态。但它的缺陷则在于某些学科的刊物也受到了忽视，而且每年对论文从发表到收录之间的时间太长。再者，不少人对所收录期刊的权威性也提出了质疑，其理由在于专家参与的成分较少。在此，我仅提出一个建议，CSSCI是否可以改名为CHSSCI（中国人文社会科学引文索引），这样一来就更加符合实情了。
问：在文化全球化的时代，中国人文社科领域的CSSCI与国际上通用的、使用英语作为主要语言的SSCI、A&HCI是否有接轨的可能？中国学术机构能否使用国际两大索引作为评价其学术成果的标准？这其中是否隐含文化霸权的意味？
答：我认为，应该建立多元互补的评价体系。在全球化的时代，中国人文社科领域的CSSCI正在朝着与国际上通用的、使用英语作为主要语言的SSCI、A&HCI的发展方向努力，如果汤姆森路透集团接受我们的建议，打算再收录一些中文期刊，那么他们首先会在CSSCI所收录的近500种期刊中筛选，当然他们也还会在国际范围内邀请另一些专家再推荐一些其价值尚未被发现的中文学术期刊。如果那一目标实现，其中隐含的英语文化霸权的因素便被消解了，而在现阶段，这种语言霸权还是存在的。我想，如果我们将两大国际检索再加上CSSCI相互参照，作为学术评价的相对客观的标准，应该是比较符合实际的。但即使如此，我们仍然有可能会漏掉一些发表在虽未列入检索系统的来源期刊但确有影响的刊物上的重要论文。
问：SSCI、A&HCI对中国人文社科研究有何借鉴意义？中国学者应该如何利用这两大索引？
答：首先，我们应该了解这两大检索系统，从而使我们有一个明确的瞄准对象和奋斗目标。我多次在国外大学演讲时声明，中国是一个人文社科大国，中国不仅应当在全球经济的发展方面对人类作出较大的贡献，同样也应当在自然科学、人文社会科学领域对人类作出较大的贡献，应当在国际学术界发挥重要的影响。但究竟如何发挥这种影响呢？
首先，应该使别人了解你，听到你的声音。然后，才能潜移默化地受到你的影响。
在我们文学和文化理论批评界，出现了这样的担心：一些人认为，我们中国文学批评和文化批评失语了，中国的学术患了“失语症”，也就是说，在我们中国的学者中，能够在国际论坛上发出自己的声音者寥寥无几，在国际人文社会科学领域内，我们中国人的声音几乎是难以听到的，或者即使有时能听到，其声音也是非常微弱的。那么这种状况究竟是什么原因造成的呢？
我们所说的与国际接轨决不意味着与西方的接轨，我们要区分国际化和西化这个界限。我们当前中国的人文社科研究要走向世界，并不仅仅是向西方靠拢，而是真正和国际上最先进、最有代表性的前沿理论进行对话，这样才能够促进中国的文化研究朝着健康的方向发展。当然，我们也不得不看到，就全球化在大众传媒领域内的巨大影响而言，它使得世界以外的人们感到一种巨大的压力，也就是说在未来的世界上要想有效地生存下去，不会英语恐怕寸步难行，你根本无法得到互联网上的信息。所以在当今时代,你要想得到信息，就不能等待别人去为你翻译。如果仅仅等待别人翻译的话，你就会失掉很多东西。
另外，有很多人认为这是我们所使用的语言造成的。但是我认为这不完全是一个语言的问题。首先是我们是不是已经提出了目前国际人文社会科学领域的前沿话题；第二，是不是能够把它准确流畅地表达出来，还是说只是在部分层次上跟国际学术界进行对话。如果我们和国际同行在不同的层次上进行对话，那么这种对话便无法达到预期的效果。当然最后才涉及到语言的问题。因此，在目前我国的科学情报研究机构尚未拿出一个足以与上述两大检索相对等的检索系统的情况下，充分地利用它们来传播中国的人文社科研究成果不失为一个有效的策略。
问：中国学者如果采用了SSCI、A&HCI的标准是否会促进中国学术更快地融入文化全球化的进程，为人类文化做出更大的贡献？
答：我想应该如此，而且这也是我们的一个努力目标。但是，在现阶段一下子实现这个目标还有很大的困难。我这里仅举我所从事的文学和文化研究为例。
一部真正优秀的文学作品，即使用汉语写的，西方的汉学家也会用英语把它翻译出来，用英语把它转述，用英语把它表达出来，或者国外的研究者也可以来主动找你进行讨论和对话。而在学术研究领域则不然，不少西方的汉学家不屑去花时间翻译中国学者的论著，他们只是借鉴其中的一些有用的资料，然后加上自己的理论视角分析阐释并用英文加以表述，最后便成了他们自己的研究成果。
问：有学者认为，收录SSCI和A&HCI数据库的期刊不一定都是重要的权威期刊，您对此有何看法？确实，近几年来，我国已经有相当一部分学者依靠自己的外语实力，当然主要是英语写作的能力，在国际权威刊物上发表论文了，但是从影响因子来看，这些文章的被引用次数仍然很低，这是什么原因呢？另外，能否请您开列一个更具有权威性、且影响力更大的国际顶尖学术期刊的目录以便我们中国学者有的放矢地去跻身其中？
答：我本人只是一个专事语言文学和文化研究的人文学者，虽然近十多年来对这两大数据库有所研究，但不可能花更多的时间去研究那些刊物。现根据我本人的经验和阅历，仅开列一个收录A&HCI数据库的人文学科类的顶尖英文刊物的目录，供国内同行们参考。

针对中国学者在国际学界的“失语”状况，西方汉学界的一些有识之士觉得有必要在自己著述的同时，有选择地挑选中国最优秀的学者的代表性著作，组织人将其译成英文，由欧美主流学术出版社出版。据我所知，美国普林斯顿大学出版社和荷兰布里尔出版社就有这样一个计划。因此语言已经不是一个主要的障碍了。关键是我们的研究是否已经居于国际学术前沿。那么中国人文社科研究在国际上的失语现象的原因有哪些呢？
我们知道，汉学在国际学术界是非常边缘的，欧洲很多大学都没有中国语言文学专业，美国只有一些主要大学的东亚系，以及更多的一些学院，才有中国语言的课程，而教授中国文学和文化课程的大学则很少。对许多外国人来说，学习中国的语言，并不是要了解中国文学和文化，而只是为了和中国做生意，所以他们在学了一点汉语之后，立即就转到其他的经贸和商业领域去了，真正留在文学领域里的人是极少数的。所以我们如果没有积极主动的姿态去和国际学术前沿对话，只是被动地等待汉学家来发现我们中国文化和文学的优秀作品，就会处于一种滞后状态。其结果就会造成中国人文社科研究在国际学术界失语的状况。
与西方进行对话，逐步达到理论和学术的双向交流，在这种交流的过程中，中国学者逐步对西方学者产生某种潜移默化的影响。在全球化的时代，几乎人人都在学习英语，试图用这种主导性语言来表达自己的声音，我们的人文社科学者将有何作为呢？在自然科学领域，科学家已经非常自觉地要把自己的科研成果用英语发表在国际权威刊物上。所以我们要想使中国的人文社科迅速地进入国际前沿，在很大程度上不得不借助英语的中介。
在与国际学术界进行交流的时候，即使我们用的是英语，但话题的内容和观点却是中国的，这并不意味着我们的文化会被西方文化殖民。与其相反，它会更有效地将中国文化学术的观点介绍到全世界，从而使得中国的人文学者在国际论坛上的声音越来越强劲。
实行中国人文社会科学研究的国际化战略还要从下面三个方面来共同努力：
（1）组织学术造诣深厚且英文写作好的学者集体攻关，力争在公认的国际权威刊物上发表数量可观的原创性论文，并使有分量的学术专著跻身国际权威性的出版社。
（2）培养一支高水平的学术翻译队伍，通过与国外学者的合作，将中国人文社会科学的优秀成果译成英文，在国际学术刊物上发表或在国际权威出版社出版。
（3）努力打造中国人文社会科学的精品刊物和精品出版社，绝不以盈利为目的，争取在今后的五年内，向汤姆森科技信息集团推荐100种SSCI或A&HCI来源期刊。如果我们能做到这一点，至少说明中国的人文社会科学已经具有了世界性的影响。

Articles submitted should represent outstanding scholarship and make original contributions to the field. Manuscripts should normally be no longer than 9,000 words and should be accompanied by an abstract not exceeding 200 words.
American Literary History
As a leading journal of American literature studies, it is published quarterly by Oxford University Press. It welcomes essays concerned with the idea and development of a national literature; the social, economic, and political aims of American literature; literary change, the definition of genres, and periodicity; gender studies, canon formation, and ethnic and native American issues.
